Proxy gets enabled after each restart in Windows XP

Whenever system is restarted the proxy settings in IE6 is enabled automatically each time I restart the system!!! Everytime I disable it I'm ableto connect to the internet. I've tried deleting the Proxy from the registry too.. Still its getting enabled each time I restart the system. Please help!!!! :mad:

Thanks for replying. It is a stand-alone system with cable modem connected to it.
