Have you tried restoring the defaults of interent explorer?
Right click on your IE icon and select properties. Under the security and the advanced tabs try resetting to defaults and see if that helps.
One other thing to try that has worked for me. If restoring the defaults does not work try re-installing service pack 2 if you are using XP.

you can check to see if its the browser or something on your computer blocking you.
goto the command prompt and try to telnet a secure site with a secure port
if it can establish a connection its most likely a corruption of your browser, if it cant establish a connection its most likely an antivirus or firewall blocking you.
I totally agree. If it works in Safe Mode, youa re being blocked, and its most likely your firewall, or a proxy.
In regards to telnetting to port 443, keep in mind that most secure websites are going to be on an SSL port, or 8080. Windows Update is on port 445.
