About timestamps

    JimLL I can't follow the rules

    Is there any way of making time stamps worth having? As an example of what I mean, every program I've ever downloaded says it was created on the day I downloaded it. Is there any way to tell when it was _really_ created? Or modified? Sometimes something will say it's modified when it was merely used. I don't understand what good time stamps are if they change willy nilly.
