access a web site

    If there are many networks and consider a computer in one network. Web pages including login verification and some data(relations maintained using oracle database)are hosted in this PC. If a person from another computer(in any other network)tries to access the PC containing the web pages(using the URL as the IP address), HOw can he have access to the data and the webpages in that PC..........;)
