Accidentally disabled services.msc and internet access

I was doing some work on my friends laptop with Windows Vista installed and I was going through BlackVipers OS guide for vista Services Configuration, half way down the list I had to leave and told him to take over and follow the sights instructions. Anyway, he disabled the internet somehow and when I went to services.msc to turn it back on I got a dialog box stating that it (services.msc) had either been disabled or no programs are using it or something like that.

How do I re-enable it and make all these problems go away?
