About a month ago I attempted to overclock my x1600 pro. Ever since a notification saying "you do not have the rights to change the graphic settings" pops up every time I log in. Even now that I have reset the clock back to stock speed the message keeps popping. Is there any way to get rid of it?

Wooo, that was like a month ago. I don't think SR is still an option. What if I reinstall Catalyst Control Centre?

The standard setting is 90 days before discard for SR

No, what I meant is that I don't want to go that back. I have to find how to further remove it. This pop up must be somewhere among the startup settings. Any other ideas?

You could try using MSCONFIG to locate which item is calling the message.
When you have found it and proved that stopping it does no harm in a reversible way
    Zap it in the registry.

not much luck with msconfig. The only thing I found related with Ati is:
    sshot-2.png

anyone who makes any sense of what it means?

cli.exe is a non essential task bar icon that gives you access to alter graphics settings. If you have lost priviledges to set these it would explain your error message. Stop it in msconfig first.

If this helps, re-enable it in msconfig

    then in regedit
    HKlocalmachine/software/microsoft/windows/currentversion/run

    delete the entry for cli.exe.
