I am hoping someone can help me with some information. I have a friend who is a government employee. Someone is tracking his moves on the internet and we would like information on how to stop or avoid them tracking his moves via ISPs. Any suggestions??

    Welcome to Major Geeks.
If it is on an Organization computer, could be cause for dismissal to attempt blocking. If it is their machine, they have the right to know how it is being used.

    Hi

What Windows version is being used on the PC and as hrlow2 mentions is this a work PC or a home PC?

Plus how or what evidence do you have they are being tracked?

If this is on a government/work PC there are policies in place for government employees to follow when it comes to Internet use on government PC. Network traffic is monitored. There are some key words/phrases/sites that will raise red flags to the network admins who, with Information Officer's permission, may do some closer monitoring. Results can be what Hrlow2 said, or being suspended with Leave With Out Pay. The question any government employee needs to ask, is what I'm doing in the best interest/representative of the work place/government? This really applies to any organization-owned computer. One should never try to work-around this, cause visiting sites that allows avoidance is also on the hit list and will raise flags.

    Especially in a High-Security division.

first, this is his personal laptop...and based on his clearance, he knows all of the rules,etc...also his phone is being monitored...we just want to chat/talk without being overheard, so to speak...the reason is and is not related to govt, very convoluted story...let's just say this has absolutely nothing to do with his current job... am wondering after much research if we can email via proxys on both ends...also, it is not the govt tracking his whereabouts!
    Thanks all for your input!

    Hi

If not Gov or Local LEOs and his phone is being tapped then he will need to contact the police and report this as an incident. Or get a cheap mobile phone and pay and go sim, can dispose of them if an when needed.

Has he made sure his PC is clean and clear of malware?
Could try a proxy service, but depends on where abouts in the network the intercept is taking place and by what method.

Make sure if a member of forums and websites that he is not posting under a user name that is known (never use real name) to the other party, if using social networking *facebook et al* then stop.
