Basics for fixing connection problem

Hi,

One of my mates asked me to have a look at fixing her PC broadband connection the other day. She didin't have all of the drivers etc so I didn't get that far but I think that there is a problem, my question is: What can I do to try to diagnose this problem? Is there a networking A-Z i can follow to try to figure it it out?

The connection works as I can connect with a different PC
The IP Config tells me that the IP Address is ?
When I ask it to release it says that it is released, but when I ask it to renew it says that it cannot, Any thoughts on what is the likely cause?
