    why does a 4.7GB DVD disc reports as 4.38 being the total size?

    The difference is due to file system overhead. A certain amount of disk space is reserved for file system allocation on the disk.

    That's why a 1.44MB unformatted floppy disk can only hold 1.38MB after formatting.
