blue screen when i try to enter windows and other problems

hello everyone.
yesterday my computer started having problems opening files. Whenever i tried to open an .exe file i got an error message and then a dwwin.exe error message.
Im not sure but i think it was something like "application failed to initialize".
I thought it was only .exe files at the beginning and started searching the web. i found some .com files that would help this but i couldnt open those either. Turns out i couldnt open .exe, .com, .rar files, .zip files, i dont know what else.
I think what i did prior to this problem was uninstalling my kaspersky antivirus.
After this i read about similar cases and downloaded and run xp_exe_fix.reg and xp_com_fix.reg files i downloaded from links in a forum. this didnt help.

when i restarted i got a blue screen with:

STOP: c000021a {Fatal System Error}
The Windows Logon Process terminated unexpectedly with a status of 0xc0000005 (0x00000000 0x00000000). The system has been shut down.

since that i can't enter windows except when i'm in safe mode. now i'm in safe mode with networking.

i followed the instructions from http://forums.majorgeeks.com/showthread.php?t=35407
up to 6B. then i can't continue because i can only enter windows in safe mode.

i dont know if im forgetting something that happened, any ideas? what does the blue screen mean? i get it every time.

i could only enter in safe mode so i couldnt follow the steps after 6b
