broken x800 pro vivo

can anyone help while installing all my hardware into a new case i also fitted a new fan to the graphics cardin hope to help it run when i flashed the bios. when putting it back together it wont run it just beeped i checked the card an found i had used too much cooling paste and some had hit the resistors around the gpu. i pluged it back in forgeting to connect the power connecter and it alerted me to this on screen, pluging the power back in and it just beeped again..

have i completly killed the card or does the resistors just need a major cleaning?

also anyone know what the two small switches on the back of the card do?
