browser screen blanks up from below

Dear reader,

I just bought a new system and it runs vista at this moment, however when I surf the net, every time I receive a new page, my internet explorer browser screen blanks up partially at the bottom of the screen, when I click to another screen, this blank area remains in place and even gains height. When I press f11 it dissappears only to reappear after I click to a new page,

does this sound familiar to anyone? What could be the problem and more importantly what could be the solution?
