I'd like a Geek evaluation of this type of app. Is it the best one? Is it needed on top of a good firewall / virus program? Thanks for your time & thoughts!

Programs like these can offer an added layer of protection. There are quite a few around like GreenBorder Pro, PC Tools ThreatFire, Norton AntiBot, Sandboxie

They are often referred to as Non-Signature Anti-Malware. I have not check it out recently but it was only rated at slightly above average last year when 2.0 was out. And at that time there were other programs that were higher rated (like ThreatFire, Norton AntiBot, and Green Border).

As stated, they can provided added layers of protection but they also lead to much confusion for many people (especially PC novices) since most never realize the difference between when they are working inside this protected zone or sandbox. And then they cannot understand what happen to software they installed or download later since it seems to be missing after a reboot or shutting down the zone or sandbox.
