Cannot Browse Network from XP Pro

I have a laptop on my network that is running XPP SP2. I cannot browse the network from this laptop, and I cannot browse this laptop from the network. I can ping the machine just fine and I can connect to and control the laptop via VNC.

When I try to browse the network from the laptop I get an error message:

"<network> is not accessible. You might not have permission to use this network resource. Contact the administrator of this server to find out if you have access permissions.

No more connections can be made to this remote computer at this time because there are already as many connections as the computer can accept."

I'm not sure if that second paragraph is the cause or an effect of what is happening.
