Cannot enter safemode / reboot

So I'm not sure if this goes in hardware or software. But in any case, I was loading the drivers for my new vid card when my comp crashed (I think I didn't uninstall the old drivers before I loaded the new ones). Now I go from the bios startup straight to a blank black screen. I changed the boot location in bios to the cd-rom and it still wont boot. Also when I try to enter safe mode it freezes up on system32\acpitabl.dat . Any ideas? Please I need some help!

 

Well it certainly sounds as though it is tripping over on a driver. What version of Windows are you using? XP?
