Cannot log as admin or boot in safe mode

I downloaded some malware which has hijacked the screen in my admin account (other accounts are working). CTRL+ALT+DEL works but I cant open task manager.

Safe mode won't allow log in to admin either.

I cant run Mbam because it requires administrator rights.

What I have on the screen is a spoof police demand for money

Please help.

I knew it didn't run correctly and assumed it was because I am not logged in as administrator.

I gather that this is Metropolitan Police Ukash

 

I appreciate that you are volunteers and the advice is free but I could not wait any longer.

I have now paid Teesupport to fix the problem for me - it wasn't easy for them either.
