Can't sign in any ssl sites XP IE7

All ssl sites MyeBay,amazon,Yahoo etc get HTPP 500.Everything else is fine,all Windows up to date,AntiVirus,Spyware.Started after IE6 > IE7 upgrade.Am i missing a file/dll or security setting?cant find a patch for it.Thanks for any help

This problem may occur after you apply the 832894 security update (MS04-004) or the 821814 hotfix on a computer that runs Microsoft Windows XP, Windows 2000, Windows NT 4.0, Windows Millennium Edition, or Windows 98.

To fix it, they say:

To download and to install this update, visit the Microsoft Windows Update Web site, and then install critical update 831167:

To check which updates are installed, go to "Add/Remove Programs" in the Control Panel and see what's in the list. If you have either of the top updates but not 831167, try that.
