cant view all pages on IE

Right this problem started last night, I was unable to log into any IE sites I would get the error unable to access this page ..a few other problems we were having, pops etc made us decide to reformat the HD, which we did however we are still having the IE problem, I can log into my homepage most of the time * google.com* but connecting to any other site is not possible, I would have to refresh the page several times before I would be allowed to view it. I am at a total loss since this is now a clean reinstall of windows (( on a different pc to post ))
