Chrome Won't Let Cookies Through.

I'm running windows 10 and have chrome and explorer (I use real explorer, not edge, if at all).

Anything that requires cookies will not load.

I went into settings to turn the cookies on. Under content settings, the setting is stuck on "Block sites from setting any data." The other options are gray and refuse to respond to clicks.

I first noticed this while trying to use the web at a Tim Horton's. Chrome would not function as I could not accept the user agreement without cookies. I was able to use windows explorer that day which allowed cookies. The next day, I went to a different Tim Horton's and I couldn't get on with either browser as Explorer now stated I needed to allow cookies.

At another website, I was told to try to see if the problem was there in safe mode with network browsing. It was. Even in safe mode, I could not allow chrome to set cookies.

I tried both safe mode with and without networking.

However, Internet Explorer is now accepting cookies again. I must say that I couldn't figure out how to make it do so, after some research, I found the options. I checked it in safe mode and it was already set to allow cookies. I went back to normal mode and I can use it on sites that allow cookies again!

Malwarebytes only found PUPs and removed them but problem is still there.

I only recently installed covenanteyes network content filter and monitoring. The problem did not start immeadiately after that but only about a few days later. I had it disabled (not uninstalled) and that had no effect and CE tech support said this problem is unrelated to their software.

I don't know if the firewall is involved. At a private network that doesn't need cookies, when I used explorer, a firewall popup wanted configuration in regard to allowing private vs. public networks. I had public networks unselected. I changed that. But if that was the issue, that doesn't make sense since a moment before, explorer wasn't accepting cookies until I went into and out of safe mode.

I'm alright to run explorer for now, but I am concerned that I might have some malware even though I have clean scans. But this is a weird thing for malware to do (so I think!)

One other thing, I don't know if this might make a difference, but I had also started tethering from a smartphone which as far as I can tell, did put some new software on my computer from boost mobile.

Reset Chrome to its defaults. Restart your system then try again.
