Cipher Strength Blank

I have a customer that can not log on to some internet sites. Especially the ones that have user and password. It simply displays "Page not found". At first I thougt it was spyware or virus. After running spyware software and anti-virus software and cleaning out temps, the problem still remained. Then I thought it might be Cipher Strength, so when I went to Help:About, the Version and Cipher Strength feilds were BLANK and when I click on the OK button to close, it would not close. I had to click on the X to close the about screen.

I believe there is a problem with IE. I tried to reinstall EI over the old one, but that didn't work either. First, is there anything else I should try? Second, can I uninstall EI and reinstall it?
