If infected files from one device are uploaded to cloud storage, eg Google Drive, and then are downloaded to another synced m/c, will the malware still be present and active, or are the files the files sanitized during the trip through the cloud? Thanks.

I would guess that if the cloud provider is doing their job, they would reject the file from showing up into the private repository. Now of course, if the worm or Trojan is buried in say a .mp3 or .jpg, or even set as a time bomb in a .exe, it could pass through if not suspect.
