Complete uninstall of netlimiter

I am having problems with netlimiter. The program hangs when I try to open the scheduler, and network connection windows. I have tried to find the configuration files but to no avail. Where does netlimiter hide its configuration problems. My guess is that if the configuration files are missing then the program will go to the default settings. I am using version 1.3 of netlimiter. I tried the uninstaller but I already deleted the files, and the installer says I already have netlimiter installed.
