Control Panel Applet Missing On Xp Pro

    Hello friends new to this forum,:cry confused i went for Ms update since then the whole of control panel applet has vanished, when i right click on my computer then properties an error message shows up as due to restrictions on pc action has been cancelled, & to contact system administrator. also i cannot switch user to log on as an administrator to see what icons have been disabled i need help pls someone.........
