Control Panel entries not available

    I have Windows XP Home, SP2, 512MegDDR memory. I click Start, Control Panel, get message: Windows cannot create a shortcut here. Do you want the shortcut to be placed on the desktop instead? (Yes/No). Same problem if I go to Control Panel, click on Admin Tools, Fonts, Network Connections, and 4 or 5 others.
    Question: how did this happen? How can it be fixed?

    I ran through all the steps listed on your page. CWShredder found CWS.Searchx; all other programs found no problems. Problem did not change.
    Any further suggestions?
