Could a new modem slow some computer functions?

    I had a new cable Modem installed a few weeks ago. Around that time I also noticed that my Windows Explorer functions slowed way down. It takes an incredibly long time to manipulate folders and files in WE such as open, delete, rename or move files between folders. I wanted to know if there was a connection and what I could do to speed up WE functions. Thanks.

    If you disconnect the modem, is WE the same slow way after a reboot? There really should be no effect from a new modem.
