Counter strike 1.6 FPS problem

i updated my graph driver to latest one which was GeForce 280.26 Driver

these are my console commands,

fps_max 400
fps_modem 400

developer 1

and i got is 40. there is like 3 or 4 players.

if u have any commands or tips then help me.

there are no virus on my computer, i formated few days ago. tehre are no open stuff
