Counter strike SDK

    Hey all i have just downloaded the SDK program from steam so i can edit/create my own counter strike source levels but the problem is that when i click the program to run it i get this message:

    STEAM ERROR
    "This game is currently unavailable please try again later"

    but every time i try again later it wont work for me.

    How can i get SDK to work? is this Steams fault or my fault?
