Cpu turns on and off for a second before i press the power button.

    I built a new cpu..after installing xp,a weird thing happened..the cpu turns on and off immediately before i press the power button..:confused..whats happening,plz someone enlighten me rolleyes
    Specs:
    intel atom 1.6 ghz
    2 GB ram
    160gb HDD
