Dedicated line conditioner vs. UPS/AVR?

    I have a poor power supply where I live, a battery would be nice, but really my main interest is protecting my equipment from damage. I am willing to buy separate UPS and line conditioning devices if there is any benefit to doing this.

    Does a UPS with "Automatic Voltage Regulation" typically protect equipment as well as a dedicated device for power line conditioning (assuming the standalone line conditioner is hooked up to a separate battery backup device in case of total power loss)?

    I'm looking at the specs and see some similar feature names but I see different standards that the devices conform to, e.g. IEEE 587 vs UL 1778. I don't know enough to compare these devices myself.
