Hi I was wondering if their was a program for linux or a linux boot disk out their that can delete files that are on my C drive. It seems tat any live CD that I try to run won't let me delete files that are in windows. And suggestion's?

As far as I know deleting files from your Windows Partition if it has Windows 2000 or above is a no go. The reason behind that is it could potentially mess up your Windows therefore you would have to reinstall it.

I know that but their has to be a boot cd or something. Plus it isn't a system file it's a program file.

Maybe if we knew what the file/program is you're trying to delete, we could be of more assistance.

Use the NTFS4DOS tool on the Ultimate Boot CD. (Linux can not modify NTFS partitions, only read them)

You can get BartPE if you have a XP disk to build it from.. in its generic form it has a file explorer so you can delete and move files in Windows. I use it when people have pesky bugs that you can't get rid of in Windows - Bart's boots from the CD and mounts the HD for you.
I have heard the some live Linux CDs don't recommend you manipulate the HD but I have used Knoppix and not had an issue yet...
