Desktop icon creation

    This may not be the right place, but I'm hoping even if it's not I can get some advice.

    I would like to find a program that will create a group of internet shortcuts on a PC desktop. I need to give people access to a number of pictures and documents stored on a website. I would like to make it very easy for non-technical folk to have access to them by remotely creating the shortcuts for them. Preferably, by sending them an email with a link to a program or with an app. Any advice would be appreciated.
