DVD CD Drive MISSING and exhibiting [code 19] error

My CD Drive is no longer listed under My Computer for some reason. Looking at it in device manager shows a Code 19 error.

I know what you're going to say (delete upperfilters and lowerfilters) but those values aren't there. I've tried Microsoft's FixIt aswell and while it says solved it surely isn't.

Additional information:
- Upgraded to Windows8, only noticed it after upgrade
- Experimented with virtual CD tools, none worked for reason

I really did not know but I stumbled across several threads all dealing with problems on a Toshiba so it was worth mentioning.
