Well for some reason my cd drive has decided that it doesn't want to play disks anymore. This is not just one bad cd, nothing from music to live cds are being registered)

The bay door still open and closes alright and I'm not having any trouble finding the D: drive at all.

    Hi

Have you installed any new media software before this started to happen, audio, video etc
I would try the simplest and quickest fix to see if its a filter issue https://support.microsoft.com/en-gb/kb/314060 use the manual resolution 3 and delete the registry lines in the guide and reboot and test.
Also as being a desktop I would just make sure the CD drive cables are snugly plugged in and I would unplug the cables and re-plug to make sure.

    What does Device Manager show?

DM does not show any missing drivers or colored flags that need attention.

    Maybe Daemon Tools?

I've tried the manual resolution and every other step listed on that support article also with no avail.

(Getting inside to verify the cable connection has proved to be somewhat more difficult though; with my form factor I'm not even sure that all the right screws are out yet. Could we possibly revisit this step if needed?)

CD/DVD drives have multiple laser led's that die of old age. Boot into safe mode and try a regular, software installation disc. If it won't work, the drive is toast.
What is the make and model of the PC?

If you check, you'll see that there's only a single laser that the firmware changes frequency and color for depending on the type of media inserted. But, yeah, if that laser fails, the drive is toast. It would cost more to have the laser replaced than to buy a new drive and put it in.

Maybe in the newer drives; but, I have personally seen multiple lasers in older ones.
It still boils down to, if a software CD doesn't work in safe mode, its toast.

    Can your drive play DVDs?
If No, the laser is no longer working.
If Yes, the swivel containing the pair of lenses is no longer working.

DVDs were unable to play, but since a power surge have fried the system and he problem is rendered moot!

That's why computers and peripherals should be connected to a surge protector and the higher the Joules, the better. My laptops and printer are connected to one because I can't afford to replace anything.

As an alternative to what David suggests above, go back to a system restore point that was made when the drive was still working.

One of my old CD R/Ws is only intermittently recognizing disks, and it seems, failing to read parts of them, so I think that may need a thorough clean.

How can someone use a restore point on a computer that
? I take that to mean the computer is dead.
