Errors while installing Windows 98

While installing Windows 98 on a new system, I receive an error message when NDIS attempts to load and initialize as follows:
While initializing device NDIS: Windows protection error.

Microsoft's KB Article 312108 addresses this issue (for CPU's faster than 2.1GHz) and says there is a supported fix, but, when I attempt to follow the links, to Microsoft OnLine support, to obtain the fix/patch I am told that the product ID number is not supported for the country I am in (USA). The Retail version of Windows 98 box says it is for distribution in USA & Canada only.

Does anyone know where I can obtain the necessary fix/patch to overcome this problem?

Also, are there going to be more fixes/patchs that I will need to bring this system up?

The system is going to be used primarily for gaming.

System specs:
MSI 865PE Neo2-LS motherboard.
Planning on using the on board Ethernet and USB ports. Pentium 4C - 2.8GHz (800MHz FSB)
512MB DDR 400 RAM
MSI FX5600-TD128 Video card
Sound Blaster Audigy 2 Platinum Sound card
Hitachi Deskstar 80GB hard drive (already have patch for 64GB limit of W98's FDISK)
BTC DVD/CD-RW combo drive
Sony 3 1/2" floppy drive
Tower Server case with 480W P4/Athlon power supply

As the article says, you should phone/email Microsoft to get the patch:

My recommendation would be to dump Win98 and use Win2k/XP instead.
