file kill, won't delete

I have an old folder on my desktop that won't delete. I've tried norton clean sweep and kill box, and won't go away. When i attempt to delete it says "cannot delete file: cannot find the specified file" and when i try with norton clean sweep it says "You probably do not have rights to delete files from this folder. The Delete process has been canceled, since you do not have rights to delete files from the folder where this program is stored."
