finished day of clean up and now im restricted

have had this 'something is not quite right with my pc' feeling ..so today i take the plunge...i start right thru 'read me first' and did everything..im retired and have had a stroke ..so it took me all day but i followed every line...hardly any thing cropped up..felt very accomplished when finished...

went thru making ur pc safe...picked avast....had been using avg....
and a software firewall ..pc firewall..

finished all felt quite tired but accomplished..

went to play mahjong solitaire from by-art.com...wouldn't start so i figured..i must need to redld java..even tho i thought i had the current release..well game still wouldn't play and it told me to do something with internet browser so i went to tools..then down to internet options..and got a message when clicked.
restrictions..this operation has been cancelled due to restrictions in effect on this computer.please see your system administrator..

i am the administrator..so unless things are spelled out for me...i don't know how to fix this...
please help when you can...thank you..
