FIOS installations

How close to the house is the fibre run normally?
I am getting an install and this guy is not exactly what I want or expected:
1) "You have to cut the old cable wiring" I almost sent him packing when he told me this, I replied "Cable works now so you will have both systems working and I will compare"
2) "the fibre only goes to the block, to the individual houses it is copper" I thought it was fibre to the house
3) "the copper lines will have to be replaced, I cannot get a good signal" Back to my reply #2

Anyone else run into this with AT&T U-Verse?
