Firewall options are grayed out?

I went to turn on the windows firewall but all options are grayed out. Had anyone seen this before? Would anyone know how to enable the options
so that I can turn on the firewall?

To start with, they'll be greyed out if you're not in an admin account, or if you already have another firewall running. Does either of those apply?

 

I'm am the admin account and I do not see any other firewall running.
