flashing squares or bands in video

Hey folks,
The problem I am having is similar to this one mentioned here in this thread, but without any of the other problems mentioned and on a laptop. Basically, the screen will either flash, blip or go more or less insane (like a bad EBN video) This just started happening about a month ago, and I can't seem to isolate the cause.

Here's where I have noticed it so far:
-playing a video file (regardless of type) from my hard drive or local network in VLAN, Windows, Quicktime, Media Player, Zoom, etc (basically all my players).
-Happened once when streaming an episode of HEllboy on NetFlix
-Happened once when displaying a PDF file, but only for a few pages and when I selected the whole page

I have attached two different screenshots of the problem as I have seen them (pdf and video). Any suggestions on what to do, or any tests I might run would be much appreciated. This problem seems to be isolated to certain actions, as I can stream all other movies on Netflix fine, have no problems watching embedded or streaming media within a site (Youtube, Current, etc). The only possible lead I have is this one message that Windows gave me when trying to play a ripped DVD vob file that there was a possible video driver error, but no driver updates seem to be available/make any difference so far. I even removed some of the Matrovska codec and community codec packs thinking that might help, but no luck still.
