Free or cheap photo editing software?

I'm looking for something to edit photos. Is there something equivilant to Photoshop, that may be free or at least cheap?

This is the second semester that Paint.NET has been a project at Washington State University, and we have the goal of adding as much functionality as expensive commercial applications provide, but of course, for free!

I'm going to throw in my standard plug for IrfanView - it might not be as advanced in the editing category as some of the others, but it's a great all-around image tool, especially when used in conjunction with those programs.
