Frozen desktop screen

    Internet Explorer 7 was not working. (netscape was). Tried to update to IE 8.0, It downloaded but must not have installed properly.
    After restarting, computer boots to the proper desktop screen, but I cannot select anything.
    Restarted in safe mode.
    Restored back to day befor the 8.0 update
    Rebooted to frozen desktop screen. Mouse moves but cannot select anything
    Ran virus scan in safe mode - no reported viruses.
    Any thoughs or suggestions would be much appreciated.

    When I tried to click on the icon, nothing happened. Computer froze and had to shutdown by holding the on/off switch for 5 seconds.
