Good digital still shot or pocket video camera?

I have a Canon still shot digital camera at home. In less than a year, you put new batteries in it, and if you take about 5 pictures, it says I need to change the batteries. Well, it's been more than a year, but anyway, I need something that is ultraportable, but that would allow me to take pics and or video in a good quality without breaking the bank.

 

What is 'ultra portable'? I have a Nikon CooPix 5200 I like. http://imaging.nikon.com/products/imaging/lineup/digitalcamera/coolpix/others/5200/index.htm Don't remember how much I paid for it, I am pretty sure it was under $200. Nice point and shoot camera, does video as well. I am sure most of them do this, but this camera can focus in a totally dark room. It is slightly larger than a pack of cigs.
