   Try clearing out your temps and cookies then try again with this link HERE as I just tried it and works ok, are you using Internet Explorer> if so you may see a small dropdown under the Address bar that says "to help protect your security ........." click that.
   
   Also when you get to the download page click the message that says "click here if it does not* as thats a way to manually start the download.
