Got to 4 in Read And Run Me, Can't Download, What Now?

Did everything up to # 4 where you need to download CCleaner and it will not download, (save or run), either will anything else. I also did the Adaware and Spybot stuff. I tried to download HighjackThis but it didn't work. Norton messed up and will not reinstall (don't want it back). I think I was infected when it shut down. Symantec or MS tools don't run. I was on the phone with Symantec for almost two days and they could not fix it. Need help.

Download the tools from another computer, if you have access, burn them to a CD then install them on your computer; or try downloading in Safe Mode with Networking Support.
