I seem to have collected a few small hard drives, 400 to 600 MB. Are these better served being used as extra storage, a static swap file, or just thrown out?

Drives in that size range will be more than a few years old, and quite slow by today's standards. They're suitable to use for extra storage, but would be too slow to be an advantage as a dedicated swap file. Even as simple storage, drives are cheap enough that the smallest cheapest current drive would be far larger, faster, and make more sense than using several of these, which will tie up your available IDE channels, open bays, and a fair percentage of your available electrical supply.

    I'd simply retire them.
