    Hi babyturk,
More information would be a great help.
    What operating system - XP, Vista - updates installed - SP1, 2, 3?
    What version of IE - 5, 6, 7?
Some basic computer specs - Make, model, CPU, RAM.
    Any error messages?
    Tried a different browser?
Can you access the internet at all?
    Did this start recently?
Any new software installed or hardware changes?
Have you tried a system restore assuming you are running Windows?

This is a possible fix. ( I'm weak on my software so someone else may have a better solution.)

    - Download the latest WLM version availible on Get.Live.com
    - Update Windows XP through Windows Update
    - Go to "C:\Program Files\Windows Live" and remove "Messenger" folder
    - Go to "C:programData" and delete both Windows Live Installer and WLInstaller if you have any
    - Restart PC
    - Run the installer
