From an administrator account, right click Command Prompt (cmd.exe) and 'Run as administrator'.
From command prompt enter: net user administrator /active:yes
to disable enter: net user administrator /active:no

    Reboot to see the changes.

Can also be done through Local Group Policy Editor. Enter gpedit.msc in the Run.. or search programs and files in the start menu.Under Computer Configuration, Windows Settings, Security Settings, Local Policies, Security Options. Only reason I mention it is there are a plethora of Windows settings changes available via the Local Group Policy Editor.
