hide my i p address

Hi All hope you can help
looked all over I have been trying to get a uk i p address so i can download streaming t v from the uk every thing i have tried has not worked they always say i am from outside the uk. so how do i hide my ip address .

my main problem seems to be the all (ip changers/proxy servers) all want paypall or cards i do not even have a bank account.

any help would be good
