HIS x1900xt running below stock clocks

    I recently built a new computer and have been having trouble with the video card ever since. its detected at 500 core and 594 memory clock . i have the latest version of ccc and ati tray tools. I cant overclock on either of them or it will return to its original clocks.any help will be appreciated.

    enermax liberty 500watt psu
    Asus P5ld2 mb
    HIS X1900XT 512mb Video Card
    OCZ Gold Series 2x1gb 667mhz dual channel memory
