How does one go about modifying an existing program?

    I found this really basic stop watch program online, but I wanted to change stuff in it, like play with the color of the skin, the icons, text, other color schemes in general, ect......I will post a link if people ask, but I don't want to advertise another downloads site.


    Do they make programs for modifying other programs?
